Impact of Changes in Youth Offending on the Justice System

Abstract:

The presentation firstly shows trends in Youth Justice statistics which have occurred over the last decade.  Secondly, how those changes in youth offending have impacted on Corrections in terms on numbers imprisoned and receiving community sentences is explored.  The next part of the presentation examines changes in court volumes for 17-year-olds since they were included in the youth jurisdiction on 1 July 2019.  Finally, trends in offending by 18- and 19-year-olds is examined over the last decade and attempts to quantify what the impact would be on the justice system if they were dealt with in a youth or ‘emerging adults’ jurisdiction.

Bio:

Rob Lynn is a Principal Advisor in the Policy Group at the Ministry of Justice, having previously worked at the Ministries of Health and Education.  A key focus of his work over the last 8 years has been in Youth Justice.  Rob has also been involved in a wide-range of other work at Justice, including: the Drivers of Crime work programme; the evaluation of the Alcohol and Other Drug Treatment Court; and the effectiveness of restorative justice.
