Conference Theme

The Public Finance Act 1989 requires the Treasury to produce a statement on the Crown’s long-term fiscal position at least every four years. These statements provide 40-year projections on the Crown's fiscal position, identify challenges that will face future governments, such as those arising from society's ageing population, and provide members of the public with information on evidence-based options for meeting those challenges.

Ahead of the publication of the next Statement on the Long-Term Fiscal Position in 2013, this conference will discuss a range of topics including:

  • What is "fiscal sustainability" and how should we assess it?
  • How has welfare policy evolved in New Zealand and what are the analytical approaches to inter- and intra-generational equity issues?
  • What are the major fiscal pressures facing New Zealand? What are the implications of these pressures for policy areas such as tax, retirement income, and health care?
  • What lessons can be learned from international experience?
  • What bearing does political economy have on reform packages and their implementation?

Who should attend?

The conference will bring together academic specialists, senior commentators, and practitioners from a range of fields to share their analysis and to test ideas. Those interested in attending might include:

  • Public sector chief executives
  • Academic staff members, researchers and students, including those in the fields of economics, public policy, and other relevant social sciences
  • Policy analysts and managers involved in providing advice on business growth, healthcare, superannuation and welfare policy, and/or tax

Getting governance and accountability right in the not-for-profit sector

Nothing is as constant in today’s environment as change. The Not-for-Profit Sector is especially affected by increased requirements for accountability, changes to financial reporting and auditing arrangements and the wider policy environment. Board members and senior managers are challenged as to how best to respond to these changes. CAGTR's inaugural conference for the Not-for-Profit sector provides an opportunity to link into leading-edge thinking and share experiences around these issues.

Perception of Professional Directors’ Responsibilities under the Financial Reporting Act (1993)

In his presentation, Tony Mortensen is looking to access and analyse individual company directors’ perceptions of their responsibilities under the Financial Reporting Act 1993 (FRA 1993) and make direct comparisons with the perception investors have of directors’ responsibilities under that act. The research is framed around the “not guilty” verdict against the five company directors of Feltex Carpet Limited (Minister of Economic Development v Feeney and Ors Ak CRI-2008-004-029199) (the Feltex case) and considers the impact that this case may have on director and investor perceptions of directors’ responsibilities under the FRA 1993.
